This isn't working for me. I don't know if it's an issue with the save file or with SW itself. When I go into advanced mode to re-region and re-sign and all that, it doesn't show everything in its usual HEX format. It's all random text/code/etc (like what you'd see if a website was buggy).

When I "export" your file to be able to "import" it back onto mine, it just shuts down SW. Doesn't do anything.

Any thoughts?

You cannot import this save like you usually re-region. You have to copy and paste it into SW AM. Get Notepad++ or HxD. Open the "Exported" save you want in it. Click anywhere and then click Ctrl.+ A and then Ctrl. + C. Then go to your save open in SW AM. Click anywhere and then click Ctrl.+ A and then Ctrl. + V. Apply. Done.

The save for this game is exactly as shown in your photo 1.
It looks like plain text. (that's why some changes are so easy to make)
Try just copying the save and pasting it on top of your save
It seems exporting and importing doesn't work in this case. The AM is just for you to be able to open the save and copy.
