If you max out all the perks (select level up in the pipboy), you can run and and move around freely with no limit to how much you're carrying. You will get a pop up that you're carrying too much, but still be able to run. I'm running around the just fine with my character. The perks may take a few minutes to max out since you have to select each one and manually select it to upgrade, but it will fix the movement issue.

I have the EU version CUSA02961 :( Any chance you can add that version as well?

I think I managed to solve it. For others in a similar situation and do have Save Wizard installed on their PCs, do this:

1. Download Mr. Moans save
2. Open Mr Moans Save in Advanced Mode
3. In tne upper right corner you have tools for the HEX editor. Choose "Export to File" and save it somewhere
4. Open the version that you have (in my case CUSA02961) in Advanced Mode
5. In the upper right tools, choose to "Import to file" and pick that saved file from Step 3.
6. Apply.
