Everyone else made saves for this that did not separate the shenron trophies. So load save 2 summon shenron and you will unlock Wish maker. Then use Save 1 to unlock getting greedy so they do not all unlock at the same time when using a plat save. Also to mention it is 20 minutes for the dragon balls to reappear so use the saves a few hours apart for legitimacy.
Also I found that for some reason I could not get it to load without the system data so I guess you need to resign that plus the save files for it to work properly.
