I did an experiment, resigning a save from my 2nd PSN on the same console using advanced mode import and it worked.
This means it is a Hardware / Console ID lock embedded in the Raw Save Data not a PSN ID / User or Region Lock.
So the fix is to find the data that the console is checking and replace it with valid data for the Console receiving the save?
It looks like it is no longer possible to Resign Saves on a PS5 Pro, The Console is now able to detect resigned saves and marks them as corrupted data. even importing raw save data from a 3rd party in to one of your own recipient saves via Save Wizards advanced mode no longer works.
It seems Sony have found a way to block Resigned Save:/
Is anyone else aware of this, anyone working on a workaround?
