Because there aren't many submissions regarding this issue I will post my save that you can resign with either HTOS in their discord server or Save Wizard.

Starter Save 7%
This is a PS4 save.
To be more specific this save takes you right at the moment of getting out of Ace Chemicals. I have maxed all the Unlockable upgrades with all shields for both Batmobile and Batman. Further more I have collected some annoying riddler trophies and saved some of the firefighters to make things easier.
If you want me to post a regular starter file same % that isn't modded let me know.
