Continue story enter payback chapter 6 and fast travel to do this (triangle and R1)
1) finish the mission double or nothing (5 min see picture its in the middle of the map yellow)
2) enter your garage buy sold some cars change paint,vanity,stance tuning,performance,visual.
3) enter tune up shop buy item,equip,trade
4) make some jumps
thats all
