In my opinion, I'd say probably Resident Evil 2 Remastered, Resident Evil 7, Resident Evil 8, Resident Evil 1 Remastered HD, and maybe Resident Evil 3 Remastered(though the original of 3 is better from what I've heard). Then you get to the more action games, so RE4, RE4 Remastered, 5, 6(5 and 6 are much different though, so temper you expectations), and the new RE9: Requiem, which is amazing because it's both horror survival, and horror action. There's also RE0 which is pretty nice and short.
Honestly though, I would play whichever one looks the most fun to you, but I think RE2 remastered is probably the one I would introduce someone with.
