It's really not thard hard, you just transfer your PS4 save to your USB (so choose the internal storage option and then the copy to USB one), you connect the USB to your PC and you open Save Wizard, if the games is supported you will see the game in the Save Wizard window, double click on it and you'll see the available cheats and you can choose which ones to apply, there's also advanced mode but that's a whole other story because it requires testing and messing manually with the save.
Once you're done just move it back to your PS4 and you're done, if you care about trophies make sure to take a look at what you're enabling because some might pop (ex. money cheats on a game that has a money trophy), some websites like PSNProfiles can ban you if they detect any sign of cheating, Sony itself doesn't care though.
