Because there aren't many submissions regarding this issue I will post my save that you can resign with either HTOS in their discord server or Save Wizard.

This is a witcher 3 save I'll have to correct this from the start and I realised it now lol back with the ng+ file in a month
This is a PS4 save.
To be more specific this save includes no riddler trophies remaining, one ready to start the story and the other 2 bodies already discovered, the first firefighter saved. Both have all the skills unlocked but the second is time efficient because you are just getting out of AC Chemicals facility.

If you have purchased the dlcs yes, like Season of Infamy: Most Wanted Expansion, they will be available after certain percentages of the base game progress. They are instory missions and out depending on what you have purchased. The dlc above in just a few missions, other dlcs include areas from the prior games and challenges. Now on the other hand if you are asking me to create a save that you can just start doing those 4 missions, well that is a no, that requires further time and there is no point in doing a few extra missions after 10 hours worth of other most wanted missions.
