change region on game save

I was already informed that save wizard doesn't support all games, most games don't have the advance mode option nor can't access the cheat tab to change region, but I seen some people on other forums use hex editor but never showed proof, that they actually changed the region. Is it possible to change the region with a coding software?

There's a guy on here that uses a hex editor. Can't remember his name though but he came from NGU. You can also use apollo save tool.
