ok it says offline use only but it has someone on Instagram who goes by @someonesfingers and I'm pretty sure their using this save the armor and weapons they have equipped and inventory look very similar to what you have in your video @Buuzer but their online so unless it didn't flag their account

The file is from a user who uploaded it to the Nexusmods website; buuzer just transferred the file from PC to console. That user you mention uploaded the file but modified it.
