ok it says offline use only but it has someone on Instagram who goes by @someonesfingers and I'm pretty sure their using this save the armor and weapons they have equipped and inventory look very similar to what you have in your video Buuzer but their online so unless it didn't flag their account

The file is from a user who uploaded it to the Nexusmods website; buuzer just transferred the file from PC to console. That user you mention uploaded the file but modified it.

Save is outdated now. If you have latest update with dlc then the save will now appear as corrupted if you try to resign in.

I imagine this will require the person that made the save loading their game with it updated, then re-upload that updated save.
