The game is always online and you can only do arcade races offline, so don’t think this is possible. There is also a risk of being banned, if caught.

Hello JAX8490 Are you in the UK, if so can you explain to me how you do this, I have the PS4 disk version of GT7 and I can't complete the licences I have some of them completed in gold but the rest are to hard, can you possible email me and explain how to do this as I am a computer numpty.
