I originally had no intention of making starter saves for the UK release of the GTA trilogy because I never purchased them on my PSN account and always preferred the US version of all my PS2 games. But I said to myself that the PAL version isn't really too much of a step down from NTSC, problem was just that the cheats and hacks available for PAL weren't as advanced as NTSC. With the original North American version of each PS2 game came a wide range of different hacks for PCSX2 emulator that could make cars bulletproof and explosion proof for GTA 3 and San Andreas, the PAL version doesn't have those cheats available. Even still, I changed my mind and decided to make the best save files ever for the EU version of all three games, starting with GTA 3.

Slot 1: BP and EP vehicles are absent in this version of the game but you will still have collision proof features on all the cars Claude owns and they are special colors as well, mostly yellow. The Banshee (Dodge Viper) is your starting vehicle and its white with a red stripe whereas my US starter save has it in black with red stripe. You will start the game at 53% completion in slot 1 and you only need to beat the main story and you'll easily have 100%. Collect 1 hidden package for the trophy to pop! You've got 100 collected but the packages are actually still there so you can collect any of them and it should pop immediately.
Slot 2: All you gotta do is drop off one more passenger in a Taxi.
Slot 3: Do the final stunt jump which is at Francis International Airport, look on the GTA fandom page for the last unique jump location in GTA III stunt jumps and you'll find it. Also go down the hill and get in the Patriot to do Gripped! and you should get the trophy for doing all those checkpoint missions too.
That's pretty much it! I love this game so much I just had to make a starter save again for this particular version so EU users aren't left without a great head start. Due to me not owning the game on PSN and not finding a downloadable PKG file online, I had to take screenshots with PCSX2 and could only import the save with Apollo Save Tool but couldn't test the save out on my PS4. Everything was done on my laptop, screenshots and videos are below.
