My starter save for the PS2 version is in this link. I recently made a starter save for the Definitive Edition of Vice City on PS4 with 2 slots total. While I do still consider the PS2 version the best, I do like the Definitive version for how beautifully it also captures Miami Beach.
Slot 1: Unlike the PS2 version, I was able to add special and rare vehicles with bulletproof, explosion proof features on all of them for every garage. All side stuff has been completed, even chopper checkpoints which were impossible to complete on making PS2 starter saves. The only thing left for you to do is score 45 points at Ammunation once it is unlocked. Tommy has the cop outfit temporarily. You have all the best weapons at max capacity including the M60 which you should never lose since there are missions that give you the gun if you don't already have it in your inventory. 46% completion. The last 3 stunt jumps are a part of "G-spotlight" mission
Slot 2: 44% completion. 99 out of 100 hidden packages and the last one is marked on the map and 24 taxi fares are done so do one more for the trophy.
That pretty much sums it up! This is the US version but it can easily be converted to EU if you own the game on a UK PSN account. Several spawn locations have been modified to spawn special vehicles like the Hunter (Apache chopper) so Vigilante will be a breeze and you can of course travel anywhere you like. The Oceanic that spawns outside Ocean View Hotel has been replaced with a Stinger (Ferrari Daytona Spyder). The Rhino tank also spawns in that area.

Firefighter, Paramedic, Vigilante, Bloodstained Hands, Take the Cannoli & Born in the 80's
There are 3 other slots here and any of them can be loaded to do the emergency vehicle missions. The Hunter is parked outside the hotel, take it to do Vigilante with. The Firetruck is parked across the street somewhere, and the Ambulance is in the garage near the hotel and it's bulletproof and explosion proof.
Slot 3 will get you the Butcher criminal rating if you just steal the Apache and go mow somebody down and the Bloodstained trophy should pop. Slot 4 gets you the Godfather rating, hop in the Apache and spray some bullets on Cortez's yacht for a few seconds and Take the Cannoli should pop.
Slot 5 will get you probably the hardest and most annoying trophy of all, Born in the 80's. Just listen to a full song on Wildstyle and make sure to hear the beginning and the end and wait for the next song to play and then switch the radio or get out of the car, the trophy should pop. You can also get the 50th hidden package on the map for Scouring the City award.
