When I open the game it tells me I don't have the full DLC characters for Railgunner I don't have his loadout fully unlocked and I don't even have the Void Fiend at all

have you bought the dlc? it won't even show Railgunner if you dont have dlc, Void Fiend has to be unlocked by doing something, but using my file will have them all. I have tried with a blank account and it worked. you should delete all of your old file before copy it to your PS

Maybe you should use EU file because I don't have dlc in US version, I re-region it from EU file

Awesome save! Unlocking all characters, skills, artifacts, plus 1 billion lunar coins is a huge boost. Instant platinum and 100% completion on PS5 sounds like the perfect way to enjoy Risk of Rain 2 without the grind. Thanks for sharing this - definitely a favorite for many players!

erase the ps5 save and restart the game. it should work
