To use them you need at least 1 match, 1 syringe and some bullets both in the mag and the stock of the weapon you want to mod (you need to have the weapon you want to mod)

I'm sure you found out how to use them by now but these are code for you to add in Save Wizard. And yes, technically it is hex editing cuz SW decrypts the save so it can be edited manually if you export it or the program will do it for you if you use the cheats
