Yes, you do not need to create a paypal account.
You can still check out with paypal using your credit card.

When purchasing VIP, it will redirect you to PayPal. You can choose to pay as "Guest Checkout" without needing an account or a PayPal Card. Simply enter your CC details, and once purchased, it should redirect you back to the site with VIP active for life.

As others have said, you should be able to check out as a guest. New site will allow card usage without PayPal at all, but guest checkout at PayPal should work fine for you for now.
