All climax battles doesn’t work, i reregioned a 100% save i had; but after playing 1 climax, did not unlock. So it is either finishing the last climax battle, or have a save where another climax battle is not completed (no idea how to do that).

If it's still actual.

You could change in Save Wizard what battles you completed in advanced mode of save99. The main thing you need to clear not the random battle but the last battle of block.
E.g. battle 10 of proving grounds.
