This is my legit creation of a 13.37% starter save for the PAL version of GTA San Andreas, more specifically, the 2.01 version released in Europe and Australia with the game ID SLES-52541. This version of the game on PS2 had no cheats or hacks available unlike the older releases so I had to do everything by hand legitimately, but I used PCSX2 to save state and reload save states anytime I was killed by police. This save for EU has no modded cars with bulletproof or explosion proof features and CJ doesn't have the cop outfit either. If you would like to have those special cars and the cop uniform early, you must have a US PSN account with San Andreas purchased before it was delisted in 2021. Here is my US save file.
Slot 1: CJ has all possible side missions complete like Vigilante, Paramedic and Firefighter. All Oysters, Snapshots, Horseshoes and Tags sprayed. Taxi done, courier missions complete, stadium events and Mt. Chiliad challenges done. CJ has max money at $999,999,999. A few sports cars and some bikes I took from San Fierro are stored in LS.
Slot 2: Load this save and drop off 1 more passenger in a Taxi for the trophy "Yes I Speak English".
That's it for the PS2 classic GTA Trilogy on PS4! I've hacked and modified starter saves for the NTSC version of each game as well as PAL but Vice City was the last game I could hack with PCSX2. v2.01 version of GTA San Andreas isn't as common as the older versions of the game so that's why cheats were unavailable. Nobody took the time to find memory offsets for the game. This is the best and only save you'll find online for this version of San Andreas. A screenshot and video are provided with the save file.
