I've been hacking my PS2 games which got released on PS4 a while back, mostly United States/NTSC. For US players, the link for the starter save to the NTSC version is here.
I've finally made starter saves not just for the US but also the UK version of each game. I had to do research on the exact PS2 versions that Rockstar decided to use when they re-released the trilogy back in 2015. Grand Theft Auto: Vice City for UK PSN accounts on PS4 is version 3.00 (SLES-51061). There's only 2 slots I've created for both Vice City and San Andreas. I uploaded an EU starter for GTA 3 last week.
Slot 1: If you grew up watching Miami Vice in the 80's, I think you'll love Tommy's car collection in this save. Slot 1 is basically 44% complete at the beginning of the game with all side stuff like Taxi and Vigilante completed. The only things left to do are beat the main story, go to Ammu-nation shooting range to score 45 points, and do all the chopper checkpoints with the Sparrow. Unlike my US save, all cars in the PAL version are black. The one car that stands out the most is the Stinger because its based on the Ferrari Daytona Spyder which was prominent in Miami Vice. You'll see screenshots down below as I made these saves with PCSX2 but I don't own the EU version on PS4.
Slot 2: In this save there's 99% completion and all you need to do is drop off one more passenger and you'll get the Done it All trophy and you can possibly get Take the Cannoli as well because I have Godfather rating.
That pretty much sums up the EU starter save for VC, all that's left is San Andreas. Screenshots provided below and a video.
